AUVA (General Accident Insurance Institution, Austria)

Concept

The General Accident Insurance Institution (Allgemeine Unfallversicherungsanstalt, AUVA) is the statutory carrier of accident insurance under the ASVG and performs a role in Austria comparable to the one Suva performs for occupational risks in Switzerland. It covers work accidents and commuting accidents as well as recognised occupational diseases of employees, and provides both cash benefits (disability pension, family and daily allowances) and medical treatment together with occupational and social rehabilitation, including through its own trauma hospitals and rehabilitation centres.

Distinction from private accident insurance

AUVA benefits are limited to accidents connected with occupational activity (work and commuting accidents) and recognised occupational diseases; leisure-time accidents are generally not covered. In addition, the disability pension is calculated based on the degree of loss of earning capacity and the insured earnings, and typically compensates only part of the actual loss of income. Private accident insurance closes these gaps by also covering leisure-time accidents and by paying benefits according to a dismemberment schedule or an agreed lump sum, independent of proof of an actual loss of earnings.

Relevance for insurance practice

Understanding the scope of AUVA benefits is essential when advising on private accident insurance, in order to identify genuine coverage gaps – particularly for leisure-time accidents and partial income compensation in cases of occupational disability. Employers bear AUVA contributions alone, which should be factored into the overall cost assessment of corporate personnel risk.
