"body": "## Approach\n\nBGM positions health as a leadership and management task within the company's strategy, structures and processes. It rests on three pillars: statutory occupational safety and health (in Switzerland the Labour Act and the UVG with the EKAS directives, in Germany the Occupational Safety and Health Act), absence and reintegration management, and voluntary workplace health promotion. Procedure and quality criteria follow the ENWHP's Luxembourg Declaration: analysis of the baseline using key figures, employee surveys and risk assessment including psychosocial risks; objective setting and planning; implementation of behaviour- and environment-oriented measures ranging from ergonomics and work organisation to leadership development and physical activity programmes; evaluation and continuous improvement. Health Promotion Switzerland – the foundation funded by insurers and cantons under Art. 19 KVG – offers with the Friendly Work Space label an assessment against six criteria and certification of systematically implemented BGM systems; the WHO provides an internationally recognised framework with its Healthy Workplace model.\n\n## Success Factors\n\nDecisive are visible commitment from senior management, anchoring in line management rather than in an isolated project, employee participation and a focus on working conditions rather than individual behaviour alone. Mental health, leadership quality and workload are today the most important fields of action, because mental illness causes the longest absences and the largest share of new disability pensions. In Germany § 20b SGB V obliges health funds to support workplace health promotion, among other things through regional WHP coordination offices; employer-funded measures are tax-free up to EUR 600 per year. Austria promotes workplace health through the BGF network and the quality seal of the Austrian Health Promotion Fund.\n\n## Insurance Relevance\n\nEffective BGM reduces the frequency and duration of absences and thus the loss ratio of daily sickness allowance and supplementary UVG insurance, which determines premiums at the renewal of group contracts. Many personal lines insurers reward BGM systems with prevention contributions, advisory services or premium incentives and use certification as an underwriting indicator. For brokers, BGM is therefore part of a holistic employee benefits strategy: it reduces both insured and the considerably higher uninsured absence costs and strengthens employer attractiveness."
